Sometimes, after uploading a new file, all webpages become unavailable to view, only coming back up after about 15mins.

This hasn't happened in a week, but had annoyed me a lot before then. I hope that this has been fixed.

That is likely a firewall issue, which I too experience: however I only get it when uploading lots of small files / deleting lots of files. (Your page is still available during that time, only your IP is blocked temporarily.)

I do think something should be done about this since it is rather annoying.

I'm thinking this is more of a coincidental thing where the server was experiencing temporary downtime immediately after you uploaded your file, and went back up after the server load went down. Has this happened more than once?

I'm pretty sure this is a different issue regarding a new system we implemented to prevent DDoS attacks. If you're making multiple requests to the same website from the same IP, it might think you're trying to bring the server down and block you off temporarily. Probably likely if you have an incredibly fast internet connection capable of sending many files in very little time.

So if I use my FTP client to upload or download files should I just xfer a few at a time or one at a time?

I never noticed this before. I was planing on doing a backup of my site and was going to download some index files and images. Does this block you when your downloading a lot of files via FTP?

You should be able to modify the FTP settings to allow X amount of connections, setting this to 1 or 2 should fix the problem. You are getting a temp ban by the firewall for having too many connections opened within a short amount of time. For example if you are transferring 1000 files and your FTP client is doing 10 at a time, it's making 10 connections simultaneously and if the files are all small it will open a new connection each time one finishes causing a few hundred connections within a couple of minutes. We have to keep semi strict rules on the free servers to prevent abuse.

Are the ftp connection limits not already set to 8? I have had error messages on ftp complaining about too many connections (more than 8) using X10 sometimes.

I wouldn't call it coinicidental: the first post does say:
Sometimes, after uploading a new file, [...]
but had annoyed me a lot before then.
It would be a rather strange coincidence if occasionally after an upload by one certain user, the servers go down for fifteen minutes. The complaint is being made precisely because it has happened multiple times.
