There is no way to get around the country blocks (registration using a proxy is also blocked). And as the blocks are in place for a reason (the historical probability of an account from a given country being used for illegal or abusive purposes) there is no reason why a request ought to be considered. There is a high cost involved in repairing the damage done by abusive accounts (getting ISP blacklistings and spamhaus listings lifted, getting sites with x10Hosting subdomains relisted on major search engines, lifting national IP address blocks, etc.), so the risk is too high to allow Free Hosting accounts in most of the world at the moment.
Note, though, that the paid plans are open for registration except in countries where US law (or UN resolutions) prohibit trade. That's mostly because liability attaches to the user and the user can be identified as soon as a credit card is involved and payment is made. Basic Premium hosting is cheap, especially if you can pay three years up front. But no, it isn't free.
