I have full restore packet from my old webpages. Packet is made by cpanel. I have already uploaded that packet to this account. Can admin do this restore for me, because there isint option to restore in cpanel.

I asked this problem from chat(irc), and there some admin told me to do this.

Packet is now uploaded to baanalle.co.cc acound

I checked with the guys on the IRC, and apparently, one of our account managers, LadyAnna, asked you to upload your backup and create a ticket with the path of the backup in it, and it will be taken care of. I wasn't present in the chat room when this conversation took place, but I'm going to trust the word of the guys on IRC and escalate this for you. I have attached an Attention tag for LadyAnna.
