Why doesnt the CPanel have a backup manager ?

It does have R1Soft's backup and restore utility.

Anyway, now to (attempt) to answer the question.
As far as I know, it's very resource intensive. They could just move it onto a different server but that's rather a complicated thing to do because it's part of cPanel.
