Examiner.com is an online publication that caters to both National and Local news.
They rely on LOCAL correspondants (examiners) to write on topics that are specific to the areas you live
Here is a page listing of the different topics and locations that need/use examiners to write for them.

I signed on recently for the Phoenix area Billiards examiner.
Once you go through the acceptance process, pay currently is $1.00 per article (200-400 words), and .01 per click of traffic that comes to your article.

The possibilities for writers and good SEO marketers is endless. I chose billiards because I used to be a city league champion, and can use my new 'credentials' to interview and review clubs and pool halls and of course... get free drinks while Im there. :smile:
You would ALSO be an individual contractor, and not tied to the company... so much of the red tape is out of your way.
Anyway, take a look and see if its something you would be interested in.
