Cpanel is non accessible nor is the subdomain/cpanel link but the subdomain does work I can actively ping boru which does resolve to 69.175.121.66

Yes i am using that link I only have access to the internet from my local Junior college. and i doubt they block the usage of cpanel since i can access HG cpanel from here.

Appending /cpanel doesn't work any more.
If your college has a filtering proxy (my school does) it kills any non-standard ports, such as the cPanel port. I can't access cPanel from school for that very reason.

Well HG panel port is 2087 but that doesnt even work on here?

I know our school's proxy literally kills anything other than port 80, which is http, and a few in the 10,000 range. I don't think they realise I use higher ports than they think to block for VPN and remote desktop.

Anyways, yes, it's likely your college's network is causing the problem.
Have you considered getting a mobile broadband dongle or something similar?
