Can not start use x10hosting services - failed

I am new user.
When I try to create email account in cPanel for the first time, I get:
Error
The disk write test failed. You may have exceeded your quota, or the disk is full.

I am trying to access FTP using x10hosting user name and password, I get:
220---------- Welcome to Pure-FTPd [privsep] [TLS] ----------
220-You are user number 36 of 150 allowed.
220-Local time is now 08:38. Server port: 21.
220-This is a private system - No anonymous login
220-IPv6 connections are also welcome on this server.
220 You will be disconnected after 3 minutes of inactivity.

331 User dundulis OK. Password required
PASS ************
421 Home directory not available - aborting
Can't connect to server

I am also trying to create new FTP account in cPanel and nothing happens.

After some time now I can use FTP successfully. However I see another problem - page is not loading.
