What he is asking is if you have your own local (on your computer) copies of the files/databases that you want from your site.

If they delete your account, you can't come back next week and complain "I just remembered I needed yadda.html. Can you retrieve it?"

You must state that you have copies of everything you want and it is ok to delete forever all your files and databases.
