My brother has a server he wants 24/7 but I can't buy a host im 13!

you need to pay for it.. some website we have cheap vps hosting starting @ 4$

I may note that those "cheap" VPS hosts generally do not have the right kind of specs to run a Minecraft server from. Minecraft servers are very resource intensive, and you may have a better time going with a dedicated Minecraft hosting service. Google is your friend.
