are you trying to remotely connect to mysql ?
or are you using a script like wordpress, drupal to connect to mysql ?

Based on that IP, it is belong to the x10hosting server. Which mean you don't have access remotey to it's sql server. This is a restriction on Free accounts. Only FTP access can be made.

many free websites wont allow remote mysql access.
they reserve it script access only (like wordpress, joomla etc)
