Cannot access site, cpanel or account panel, only forums

During the past week, when I try to access my site, it doesn't load at all, neither does my cpanel. I know the account panel has been having issues, so I won't complain about that, but the only thing I can access is the forums.
My site is http://joshyworld.elementfx.com/

No access to the site and cpanel. I have the same problem for several months! I'm losing heart.

Your website is pointed to Old IP of chopin.

I notify staff about that they will get back to you soon
