Cannot connect to FTP

I changed my domain about 30 minutes ago and i cannot connect to the ftp to upload files. the password, user name and the host is all correct but i just cant get on the ftp this is the message i get:

Status: Connecting to 69.175.120.122:21...
Status: Connection established, waiting for welcome message...
Error: Connection timed out
Error: Could not connect to server

FTP on Starka may have been down. Seems to be working currently as I'm able to get a welcome message and log in. Are you still having this issue?
