cannot connect

I currently cannot connect to my files via an ftp and it is coinciding with a strange pop-up message that is saying:

Adobe flash player 9
Where is the debugger or host application running?

the choices are: local server or another machine. I have tried both but the message just keeps coming up. I am writing this quickly before it comes up again and causes the browser session to automatically close.

Anyone suggest a solution to any of this?
