Cannot create a hosting account

I have tried twice to make a hosting account and both times I go all the way through the signup process and then I get an error and it says to signup again. When I try to signup again I cannot use the same info or it says that it is not available. This was the error code the second time: ERRT93061 Someone please help me fix this or I will just signup at a better free hosting site.
