cannot create counter from cgi center in cPanel

Hello,
I'm trying to create and configure a counter from the CGI Center in cPanel, but I always get the following error message: Counter datafile "/var/cpanel/Counters/chicharr.dat" must be created in cPanel first!
I then tried to create the datafile from the File Manager in cPanel, but I cannot access the /var/cpanel directory, since I can only access directories within my home directory.
I first tried to contact the cPanel customer support with the help links in cPanel, but the mail functions seemed not to be configured, and it's impossible to send the help request.
Then I searched for similar threads in the x10hosting forums, but the similar ones didn't bring to any solution. Since I wasn't able to start a new thread in the x10hosting forums (don't know if it's a permission issue) I decided to contact the hosting support, hope it's ok.
Any hints?

I am not sure if that feature works. If you need a counter you can try http://www.website-hit-counters.com/


I think the data file might be needed to be created by the admins.
