Cannot send email

I cannot send email from my account, neither from webmail access, nor from mail email application. I get this error:

ERROR:

Message not sent. Server replied:
Connection refused
111 Can't open SMTP stream.

This is a really bad time too.

Is NO ONE going to answer my post??? I have been without email for 2 days!!!! What is going on with the mail server???? I have had the same setup for a year without issues. Someone please tell me...

Have you tried CloudFlare or Incapsula?
