Can't able to run perl scripts under cgi-bin directory

I can't able to run perl scripts under cgi-bin directory. I got following error when i run the script.

You don't have permission to access /cgi-bin/cho-fas.pl on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

cgi-bin (ie Perl and Python via the web) have been disabled due to abuse by some and there is no timeline for it to be enabled again.
