Can't access email accounts in outlook 2007

I have the accounts made in cpanel connected to outlook 2007 and I did test connections to make sure they talk to the servers and stuff but when I go to check my email through outlook 2007 it goes to the server but it doesn't bring my email in or anything??? I can only access my email accounts through the webmail programs, which I only do when I'm away from my computer... Please help???
