Can't access FTP

I'm trying to access my site whrough FTP but it shows this:

Stoli is running slowly (see announcement forums for more information)

I have restarted the service, it was running but very slow.

I don't see any announcement about that

There is an announcement about stoli being slow - there wont be an announcement for me restarting ftp, it takes like 10 seconds tops.

it continues to give the same message, I'll try fireftp

odd, i struggled to log into ftp. but after restarting it it was fully responsive and am still seeing a very reasonable response time.

it only works sometimes and the connection is going off many times
