can't access my site

i still do not have access to FTP/cPanel yet to my domain. meynetz.x10hosting. however going to that site, shows a cgi-bin folder when typed into a web browser. how do i fix this?

i think i somehow wiped out the cpanel files. is there a way it can be reset by x10hosting?
