Can't access phpMyAdmin

Whenever I try to access phpMyAdmin I get this message:

Access Denied
Unable to establish a PHP session.
If you believe that this is in error or inadvertent, contact your system administrator and ask them to review your server settings.

Also, when I try and click Upgrades and Support, Settings, Change Theme etc. none of them will load up.
My cPanel was working fine 20 minutes ago and all of a sudden this happened, although my site is still up, I can't do what I planned because I would need the access of phpMyAdmin.

Any help?

I'm currently able to load both phpMyAdmin and the Upgrades and Support page at this time on xo4. Have these issues since been fixed?
