When I try to send PM to anyone of click inbox from notifications dropdown, it wont let me in, instead says i do not have privledges. Is this me or is there something wrong with my account.

There are some special restrictions that apply to users with less than 10 posts.
It memory serves me correctly this is one of those restrictions.
