Can't change Cpanel Password

Hi,
I am facing a strange problem.I have changed my cpanel password so many times but still my old password is working(with which I registered my account), I am unable to change password. Please some tell me how change it.

The backend is under updation.Also Account panel is currently offline.Once it is over you can try again.

Is backend upgradation is also affecting php?
Like now, I am unable to send mail using mail() whereas earlier I was able to send it.

This was also reported by others user also.currently phpmail() is not working.staffs are aware of it.
