Can't change frames on index page

I have tried to update my site's (http://cuted34th.x10hosting.com) index page, but I can't seem to be able to get the frames to change. I have tried to remove the borders and changed the navigation frame to be unresizable, but it doesn't work want to update on the site itself. I've also tried to delete all the data from the site, but the defined frames remain in place. I use Frontpage 2003 to build my pages. Is there some file I'm missing or is it something else?

If I understand you correctly, your browser is probably caching the pages. You need to do a cache reload on the page in order for it to get a new copy of the html file. This can be accomplished in most browsers by holding ctrl and pressing F5, or by holding shift and clicking the reload button.
