Can't Connect Remote MySQL

Well in my website, it shows me this
Database Error
Host '186.125.72.88' is not allowed to connect to this MySQL server

I put 186.125.72.88 in 'Remote Database Access Hosts' and it doesn't work either.

My server it's from xampp.

You are not allowed to access x10hosting's MySQL servers from outside the system.

I am pretty sure that the other direction, accessing a remote MySQL from a script on x10hosting is blocked too, mainly due to the port(s) being blocked.

Not only the website, i'm using a program that use that database and it's doesn't work either so i need a VPS for the program to access mysql?
