Can't Connect to My Site

When I try to go to my site http://www.gamingstars.x10host.com/ I get the following error:

This site can’t be reached
The connection was reset.

Try:
Checking the connection
Checking the proxy and the firewall
Running Windows Network Diagnostics

ERR_CONNECTION_RESET

And when I try to get on my site from my phone I get:

This site can't be reached
www.gamingstars.x10host.com refused to connect

ERR_CONNECTION_REUSED

When I try to go to my site...

at URL with my ISP --> [ http://www.gamingstars.x10host.com/ ] - I 'see' --> [ Gamer Stars ] and other stuff
and with this proxy --> [ http://server5.kproxy.com/servlet/redirect.srv/sruj/scczt01m/sjjtnnckglah/szab/p1/ ] - I 'see' the same
