cant download files thru web browser only thru cpanel

hey guys im trying to do something like this

http://kal253.x10hosting.com/kal253.exe

kal253.exe is in public_html
but when i point a browser to the files it dosnt download its says file not found

That file would have to be out of a folder and just in the public_html folder. Otherwise it would hidden inside a folder. Basically what i am trying to say is you need the exact path to that file.

http://kal253.x10hosting.com/folder/kal253.exe as an example
