I usually use winscp to connect. Sometimes winscp program hangs and I have to kill it. Perhaps it leaves those connections open? In any case, how do I fix this? I can't log in to update my site...

You could always manually kill them in cPanel?

There should be an option in your FTP client about this, it's opening a new connection for everything you do.

That message is indicating that the FTP server has hit it's global limit of connected users. You can wait a little while to see if it clears up, as if people are sitting idle in the server it should kill them after some time (unless their clients are sending keep-alive messages). If it doesn't clear up for a while, post back or come on the IRC.
