I have tried every tutorial. Dreamweaver, site builder tools, FTP, EVERYTHING HERE and I can't get a single thing to work. I'm about to loose my mind. What the H*** am I missing?!?!?! Why is this so difficult here? I have built plenty of websites through many other hosts and I have NEVER experienced anything like this.

Yea, I'm pretty sure it is too. I understand that it's an advertisement, and sometimes, the advertisements that appear on your page are uncontrollable. However, it appears like you coded this advertisement into your web page manually, so it's probably best to get rid of it before your site gets suspended or permanently banned for breaking the terms of service.
