can't load cpanel

i can't load to my CPanel just keeps saying network timed out
any help?

ok cleared my cache but how do i flush DNS
it didn't work after i cleared my cache

Open the command prompt, run ipconfig /flushdns, and then restart your browser.

i can't do ipconfig, it say's
'ipconfig' is not recognized as an internal or external command,
operable program or batch file.
