Cant load up new websites

Guys for the past few days ive been trying to upload a new website but i get an error message. Ive also tried to access my cPanel and i cant. Please help its for a class assignment

Can you post the error message you are getting?
Are you attempting to add a domain or files?

HEy terminator, the problem is that i couldnt access the cPanel...as soon as i clicked on the link i would get a white page that said the browser had timed out..now i can click on it but when i get the cPanel login it already says login attempt failed
and i put in my info and it says failed login
