can't log into cpanel

I had an open issue where it was suggested to delete my database user and re-create it. I did it and it didn't help. Now I can't log into cpanel.

ok, now it worked... but I am still having the issue where I get an error on the home page that says "Sorry, SMF was unable to connect to the database. This may be caused by the server being busy. Please try again later." I deleted the database user and re-created it (as suggested) but it didn't help.
