cant login to cpnel

I cant login to cpanel account, It has message: "You currently do not have a free web hosting account under your x10Hosting client account."

I had solved my problem yesterday! as of now my problem is I cant connect to the database, it has the warning:
Warning: mysql_connect() [function.mysql-connect]: Lost connection to MySQL server at 'reading initial communication packet', system error: 111 in /home/noprobz/public_html/config.php on line 2

this is my syntax: mysql_connect('int.starka.x10hosting.com','myusername','mypassword');

pls. help me i am new to this hosting company...Your help will be much appreciated...
