cant login to ftp

My ftp is not working and I can't pull up the site on the internet, I can however login to cpanal and upload that way but still not working, im using namesevers NS1.X10HOSTING.COM
NS2.X10HOSTING.COM and i still dont have an ip adress

is this normal ? Is it nessasery to upload all files using the cpanal file manger
