cant park .com.mx domain

hello! I'm the owner of the domain name congreso-equilibrio.com.mx and I cant park it in cPanel

it gives me the following error:
Error from park wrapper: Sorry, cannot determine nameserver IPs. Please make sure that the domain is registered with a valid domain registrar.

I read some threads about this and followed the instructions...
the steps where as follow:
1. park my domain in cPanel
2. change the dns name in my registrar

cant do... cPanel gives the error above and nic.mx throws this:
Los datos proporcionados presentan errores. Favor de verificarlos.
El DNS no está configurado para ser autoritativo para este nombre de dominio. Por favor verifica. DNS 1 ns1.x10hosting.com
(the DNS isnt configured to be authoritative? for this domain name. please verify DNS1 ns1.x10hosting.com)

(same as above..)

Hi nutri4,

Please reverse the order of the steps. Set your nameservers first, then try parking your domain in cPanel.

He can't set nameservers with his register apparently. I'm going to escalate it, since someone here needs to forcefully add the domain here.
