Can't reachmy site

For some reason I can not access my site at all. I can't view the site and I can't get into the cPanel. I have tried in both windows and Linux and in both Firefox and Konqueror and still can not get to it. I have tried clearing my browsers cache and flushing my dns as well as restarting the computer many times.

It was suggested to me that I may be blocked from the server for some reason. How would I test to see if this is true and how can you get blocked?

its seems all of this problem started yesteday. when x10hosting MySQL server is DOwn.
when MySQL back online, we got all these problem

it seems like the x10hosting auto-Banning the IP of the Cpanel User.

because i cant access ops.exofire.net with my ISP
but
when i using two other ISP, it have different IP, it can open ops.exofire.net perfectly.
