why couldn't create free hosting some countires ?

That would be due to the reason stated on the signup page:

Due to continued abuse from your country of origin we have currently disabled signups

Some countries has in the past been represented mainly by users signing up to abuse the service, users from those countries have been blocked from signing up for new account.

There's no solution other then trying at a later time.
Which countries are blocked may, or may not, change in the future. Currently there's no plans to make any changes in a foreseeable future though.
