cant send email

when i was trying to send email i got the error

Message not sent. Server replied:

Connection refused
111 Can't open SMTP stream.

there no need to upgrade to intermediate, i just went to webmail and try sending it and it workes, why the error pop up before i try to send it?

i used the webmail site https://tesyoo.x10hosting.com:2096 , i dont know why but it happen again so i open this thread.

The mail server on Stoli has been having some problems staying online. When it is offline you'll probably get that error.
