Cgi bin

hello im trying to be able to make an add based website with a code. I have extracted the zip file and sorted all out. I was going into the installation when i clicked on the language select it came up with an error:

You don't have permission to access /cgi-bin/adc2000ng/adcindex.pl on this serve

How can i make it so i have permission to assess the cgi bin to sort and upload this??

cgi-bin and Perl/Python has been disabled on all Free Accounts due to abuse by some members.

It cannot be enabled on a case-by-case basis.

There have been no announcements as to any plans to enable them.
