If the question is "Can I install a file upload script", there is nothing in the TOS against it.

But, if someone uploads a nulled script or other prohibited content, you are 100% responsible for it. ie, your account will be terminated.

If someone causes high resource usage by using the script, you are responsible.

No Warez! Absolutely under no circumstances do we allow any type of illegal or copyrighted material on our servers. Breaking this rule will get you a permanent suspension, we have a zero tolerance policy regarding this.

Bots\Scripts We do not allow any type of bot or script that runs constantly, free hosting is for creating a website, not for hosting your scripts.

File Hosting Every file on your site must have to do with the website you put up, we are not a file storage service and we strictly prohibit scripts such as torrentflux or rapidleech.

Actually in your last little quoted bit you'll notice this:

See that last little part? That also means the entire file-upload script, if all it's doing is essentially cloning Rapidshare and the like, is quite likely against the TOS as well, as Rapidshare and the like are all just file storage services.

So while we're on that subject, I'd avoid even trying to put the uploader on there - if you think it's within the tos but one of the higher-ups doesn't, it gets suspended.
