Change hosting server.

Hi. I'm suppose to create a website for studying reasons. I'm doing it from the University center.
for some reason, I can't access to Cpanel of boru server.
I asked the computer section to check this problem out, but it takes forever for them to reply.

I've noticed that Cpanel from a different hosting server can be loaded.

I would like to change the hosting server (boru) to something else please.

No hosting server cannot be changed

Usually, you can't change server. What happens when you ping or tracert boru (IP: 69.175.121.66)? Could you post the results here?

This is what I get when trying to enter Cpanel:

The web page at null might be temporarily down or it may have moved permanently to a new web address.

Here are some suggestions:
Reload this web page later.
Error 118 (net::ERR_CONNECTION_TIMED_OUT): The operation timed out.

I've heard that altenative URLs can be a reasonable solution. Is the such thing for logging in to Cpanel?

Could it be that the school is blocking port 2082, the cPanel port?

Well...

Because of security reasons, they are blocking Cpanel...
It's kind of silly... we need this for the final project.
