What is a good cms for a tutorial site, my site will be like www.tutorialized.com, users will submit tutorials...

If you would like other's to write tutorials for you, use Joomla.
If you are the only one writing Tutorials, Drupal would be good.
Here is an example of a tutorials site that uses Joomla. (I am a moderator at this site)

(Design needs work but that gives you an idea.)
