Connection to cPanel

First, Thank's a lot for this WebSite.
I'm a new user. I started to work on it, but since 3 days, it's impossible to establish a connection to cPanel.
Reference of my account:

STATUS: unsuspended

And the result is connection refused.

I create a Forum user, and all display are OK, about the the Forum under my account onlyou.
The connection to my created draft WebSite is OK. But, under contruct for the moment.

Question: Is it normal? Or may be I did or forgot something
