Consistent Connection time-out

Hello,
I've been having trouble accessing http://monotremeteam.x10hosting.com:2082/ - I consistently get a "connection timed out" message - I have never logged in to cpanel! The same message appears even when the server shows as online. Am I right in assuming that this is due to my 28K connection speed.....and is the only course of action to upload my site from somewhere faster? My cpanel user is nooshd
If anyone can help, it would be greatly appreciated.

Can you login at http://stoli.x10hosting.com:2082/
If that doesn't work, see if you can raise the timeout on your browser.

You might also want to try FTP to upload your files.

No, the same time-out problem. Could it be due to port 2082 being blocked at my end?

If port 2082 is blocked, that would be the problem.

Try using a proxy which would allow you to access cPanel using port 80.
