convert picture to line art like a picture on comic cartoon

how and what the software to use convert from image picture to line art?????

Photoshop (I'm on CS3)

Under filters, use either stamp or trace contours, depending on the effect you want.

I would use Adobe Illustrator (depending on what the original looks like) live trace the image and then you can add a stoke and play with different widths and fills.
Live trace has many options - you may want to use 4-16 colors or just go black and white.
