could not execute files in webhost

Hello dear staff ,
I registered in your free host and now i have a free host in your hosting . i want install ocportal in your host so i uploaded install.php & data.ocp and then i was trying to run install.php but i got the folowing error :

" The fopen function appears to have been manually disabled in your PHP installation. This is a basic and necessary function, required for ocPortal. "

what could i do now ?

The only way you'll be able to gain access to features, such as fopen(), that are disabled on free hosting is to upgrade to one of x10's paid plans. These restrictions are in place to prevent abuse of the servers.

fopen() is not disabled on free hosting.

fopen to local files is enabled and works fine, but fopen to external files that you are not the owner of on other servers is disabled through safe mode as far as I can tell.
