Could the SQL server be down?

Thank you for your time, I was just wondering if the SQL server for my website could be down. I ask because my website (nathanbent.co.cc or nathanbent.x10.mx) no longer shows the post which I created or allows me to login. I have checked the user name and password combination in phpmyadmin and tried to get my password emailed to me but that wont work either.
Again I am not sure if it is an SQL error at all, or even an error on your side but I was wondering if I could get some clarification.

If you've got access to phpMyAdmin, MySQL is still up
