Cpanel and FTP no access

Is there a waiting period after the point at which a domain has been set up before cPanel and FTP will accept connections?

I registered deareveryone.co.cc according to the instructions, and the account page gives me the cpanel link of: http://lotus.x10hosting.com:2082 but that just brings up a "can't establish a connection to the server" message. I looked in the support forums and saw suggestions to use (mydomain):2082 but that gives same message.

With FTP, I'm connecting to ftp.deareveryone.co.cc with the cpanel user/pass and getting only "Connection refused by server". Is it just that I need to wait for everything with my new domain to take effect?

UPDATE - the only thing that was odd about my registration was that it was taking me through the setup steps (with steps like 1-10 on the side) but when I got the confirmation email, I opened the email's link in a new tab. After that, the original tab (with the steps) would not let me proceed, saying something about an existing login. Perhaps I never finished all the required setup steps? I havent found a way to pick up that process if that's the problem.

There isn't a wait period for FTP, but it can take up to 48 hours for the updated domain records to take affect. As of this post, the records for deareveryone.co.cc point to lotus, so you should be good on that account. You might need to flush your local DNS cache (if you run a Windows OS, click Start->Run, type "ipconfig /flushdns", then click "OK") before you can access your site.

As for the registration, were you able to proceed in the new tab? You could also try going to the account panel page (http://x10hosting.com/panel.php), logging out, then opening the link from the e-mail again.
