I am managing my website from within the university.

Our university's firewall is restrictive, it only allows port 21, port 80 and port 443. Could the cpanel be placed under port 80, for example cpanel.[subdomain here].com or atleast at cpanel.stoli.x10hosting.com

Thanks!

No.
Your alternative would be to use a third party proxy service for cPanel or port 21 for FTP.

Apache/Nginx is already running on port 80, so you wouldn't be able to bind cPanel to that port as well. The only way to circumvent this issue without using additional machines it to give the server another IP for serving cPanel. However, unless there was a significant demand for it (i.e. Lot of people), I don't imagine that this would be done.
Your other options are either go talk to your IT technicians or use a proxy.

I'm sorry if i have not been clear..

what i mean was could cpanel be a subdomain under my hosting account?
just like cpanel.benj.x10.mx
cpanel by default should be accessible from that...

the default link for cpanel for my account would be

http://benj.x10.mx:2082/ or
https://benj.x10.mx:2083/

which should also be accesible by:
cpanel.benj.x10.mx but this link does not work
