[cPANEL] error

hi,
i'm getting this error all over the place:

i´m not being able to perform any operation. I cannot upload files, create ftp users. nothing at all.

Hi there,

now i can see icons on cpanel however, i still can't upload any file, when I try to access my site it returns:
Forbidden

You don't have permission to access / on this server.
Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

on the cpanel left side near "stats" I'm still getting:
